CCP witnesses engage Senators on campaign finance options

Center for Competitive Politics vice president Steve Hoersting and CCP board member Allison Hayward, a professor of law at George Mason University, testified Tuesday morning before the Senate Rules & Administration Committee.

Hoersting focused his testimony on some of the policy options Congress could consider that are likely to pass constitutional muster, such as freeing the party committees and candidates from the remaining statutory burdens of McCain-Feingold. Doing so would shift more money from the unregulated independent groups into candidates and parties. Hoersting's prepared remarks are here.

Hayward detailed the legislative history of the expenditure ban, analyzed the Court's jurisprudence in Citizens United and explained why Congress should wait to establish a record on independent expenditures before rushing to restrict campaign finance rules. Hayward's written testimony is here.

Wednesday, CCP president Sean Parnell will testify at a 10 a.m. House Judiciary Subcommittee hearing, "The First Amendment and Campaign Finance Reform After Citizens United." The witness list and further information are available on the House Judiciary Committee's website.

At a 1 p.m. House Administration Committee hearing Wednesday, Hayward will testify on a panel with the Institute for Justice's Steve Simpson. The full witness list is available on the House Administration Committee's website.
